
Norman Henry
Nationally Recognized Opportunity Zone Specialist, Public Policy, & Urban Development
Norman Henry is the former President and CEO of Builders of Hope CDC (BOH), a nationally recognized Community Housing Development Corporation (CHDO) in Dallas. Under his leadership, BOH became a driving force in revitalizing urban low-income neighborhoods by delivering quality affordable housing and creating sustainable communities.
Before founding BOH, Henry served as Executive Director of Voice of Hope Ministries, an urban ministry in West Dallas focused on children, youth, and families. For its transformative impact, Voice of Hope was recognized by President George H. W. Bush as the 424th 'Daily Point of Light.'
From 2000–2016, Henry created and led Builders of Hope CDC, building strong public-private partnerships that brought affordable housing, reduced crime, created jobs, and expanded opportunities in West Dallas. Under his guidance, BOH became one of Dallas’ most effective community development organizations, serving as a catalyst for transforming what was once the city’s highest crime and poverty area into a safer, thriving community with increased homeownership and business development.
After retiring from BOH in 2016, Henry founded a real estate investment and advisory service that provides affordable housing solutions and faith-based transformation strategies for small cities and nonprofits. His consulting work continues to influence communities in Dallas, Corpus Christi, Kansas City, and Western North Carolina, where he advises civic leaders, nonprofits, and ministries.
Henry’s leadership is rooted in both professional expertise and faith-driven vision. He holds a Bachelor of Science in Accounting from Tuskegee University, is a certified homebuyer education instructor, and a licensed builder with extensive training in single-family construction, multi-family projects, and community development.
He has served in numerous leadership roles, including board chair of the North Texas Association of CDCs (NTCDA) and the Texas Association of CDCs (TACDC), and as a board/advisory member with Enterprise Community Partners, JP Morgan Chase Bank, Dallas Affordable Housing, Dallas Home Connection, and Serve West Dallas.
His work has been recognized with the Congressional Award for Community Development Impact in West Dallas, a testament to his success in building partnerships and transforming lives. He also served as an advisor to Dr. Ben Carson at HUD, shaping national affordable housing strategies.
Today, Henry remains a sought-after consultant and advisor, applying his proven experience in housing, urban development, and ministry-based renewal to help restore hope and opportunity in underserved communities
